Journal Import Fails with EF04 Error and Security Rules Are Violated for New Code Combinations Only (Doc ID 953109.1)

Symptoms

In General Ledger module, some specific journal import is failing with error for some lines that include new code combinations. The error message displayed "No manual journal entry allowed" is used by one of the security rules, but other values that use that rule are also in the import and complete successfully. The users would expect the system to behave the same for all code combinations involved in the process, not just some of them.

ERROR:

EF04 - This is an invalid accounting flexfield

STEPS TO REPRODUCE:
1. Journal : Import > Run
2. Select journal source and run the import
3. The import completes, but with the errors in the execution report
