R12 Payables Invoice Validation Error: Unexpected error occurred during Tax Calculation. (Doc ID 961182.1)

In 12, when attempting to validate an invoice in Payables, the following error occurs.

 
Unexpected error occurred during Tax Calculation.
Exception: An unexpected error has occurred. Please contact your system administrator.

STEPS
1. Responsibility: Oracle Payables
2. Path: Invoices -> Enter -> Invoices
3. Query an invoice
4. Adjust the invoice after being accounted
5. Validate the invoice
Note the error reported above
6. APPRVL module: Invoice Validation
