Goal

Why are cross validation rules giving the wrong results?

There is one include
Include 01-00-00-00000 to 01-ZZ-ZZZZ-ZZZZ
and multiple excludes like
Exclude 01-0-00-0 to 01-AA-ZZZZ-ZZZZ

The rule should exclude everything where the second segment is alpha and the first segment is 01. The segment values range from 1 to 4 characters.
