Agent ID Values not Showing in Custom Tracking Event Actions

To Replicate, do the following:
1. Log into OTM
2. Go to Configuration and Administration à User Configuration-->Actions Manager-->NEW
3. Fill in Action and Label fields (type whatever as this does not matter to replicate) and select Action Definition ID as RUN_AGENT_TRACKING_EVENT
4. Note the Agent ID Dropdown field does not list the TRACKING EVENT agents.
