R12: Cannot Login After Oracle Application Server 10.1.3.4 Upgrade - Error "ascontrol does not exist" in OC4J log file

Users cannot login after upgrade Oracle AS 10g to Patch Set 4 (10.1.3.4) in R12.
The OC4J log files show the errors below:
Internal error raised tyring to instantiate web-application: ascontrol defined in web site OC4J 10g (10.1.3) Default Web Site. Application: ascontrol does not exist. Error creating Web application: ascontrol.
Internal error raised trying to instantiate web-application: html defined in web site OC4J 10g (10.1.3) Default Web Site. Error compiling :/apps/uat/apps/apps_st/comn/webapps/oacore/html: Syntax error in source or compilation failed in: /apps/uat/inst/apps/UAT_discovery/ora/10.1.3/j2ee/oacore/application-deployments/oacore/html/oracle/webdb/wsrp/runtime/Postal__LiteralSerializer.java
/apps/uat/inst/apps/UAT_discovery/ora/10.1.3/j2ee/oacore/application-deployments/oacore/html/oracle/webdb/wsrp/runtime/Postal__LiteralSerializer.java:26: cannot access javax.xml.rpc.encoding.Serializer
class file for javax.xml.rpc.encoding.Serializer not found
Followed <Note 728531.1> to upgrade to Oracle AS 10g to Patch Set 4 (10.1.3.4).
