Symptoms
You are finding that eBusiness Suite APIs which complete successfully when run on the Server in 'native' SQL*Plus mode (that is to say, from the 'SQL>' prompt) are sometimes failing when run in client mode from a PC, either in SQL*Plus or SQL*Developer or similar.
The error message displayed is similar to:

ORA-20001: SQL_PLSQL_ERROR: N, ROUTINE, MO_GLOBAL.INIT, N, ERRNO, -20001, N, REASON, ORA-20001: APP-FND-02901: You do not have access privilege to any operating unit.
