Cannot Log on to a new OTM 6.0 Installation (Doc ID 975529.1)

Upon installing a new instance of OTM, when attempting to login to OTM the following error is seen:
"cause.ERROR_CONNECTING_TO_SERVER (exception = null user = DBA.ADMIN) "
