Symptoms
On 11.5.10.2:
When attempting to process the Open life event for 2 employees, the following error occurs:

APP-PAY-07423: Invalid ID
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to responsibility US HRMS Manager.
2. Navigate to People > Benefits Service Center and query the employee in question.
3. Select Process Open Enrollment from the Desktop Activities drop down menu and choose the 01-JAN-2010 date.
4. Click the Commit and Proceed button. Error occurs.
