Symptoms
A User is able to change service provider on a Shipment that has been tendered using Spot Bid Tender
EXPECTED BEHAVIOR

Expect that users are not allowed to change service provider when a shipment has been tendered using Spot Bid tender
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Tender a Shipment using Spot Bid Tender
2. Attempt to change Service provider on the shipment and the user is allowed to do so
