Symptoms
When Retail\Corporate user send any mail to admin user with an attachment, admin user tries to open that message then he is getting below error.

The issue can be reproduced at will with the following steps:
1. Login with retail\Corporate user and send mail with attachment to admin
2. Then admin tries to open that message then he is getting access denied error
