ACTUAL BEHAVIOR

All admin users including superadmin are locked.
EXPECTED BEHAVIOR

All admin users including superadmin should be unlocked.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Access Admin URL of FCDB application
2. Login with superadmin user.

The issue has the following business impact:
Due to this issue, admin users cannot login
