Alerts Are Generated in English Only Even If Transactions are Performed in French (Doc ID 2782017.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Even if french language is selected by the user as his preferred language, the alerts generated are still in English language only.
The transactions performed are in French language.

EXPECTED BEHAVIOR
-----------------------
Alerts should be sent in the selected local language/in which transactions are performed.

STEPS
-----------------------

1. Login into OBDX Application and ensure that French Language is chosen as preferred language.
2. On choosing French language, any alert message (EMAIL OR SMS) etc. of any transaction, user receives only English Alert Message.
3. Further checks reveal details in entries of digx_ep_acn_log_b are also seen in English only.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot receive alerts in default chosen language other than English.

Changes

No changes done to the environment / product or Hardware causes this issue. Only when user sets his preferred language as French and does his transactions, this issue is replicated.
