ACTUAL BEHAVIOR
---------------
While initiating a Shipping Guarantee Issuance, facing issue in Reference Number Generation failure.
 
EXPECTED BEHAVIOR
-----------------------
The system should create the reference number generation for Shipping Guarantee Issuance.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Launch Shipping guarantee Issuance screen
2. Enter the details and verify whether the Process reference number is generated.
