Symptoms

ACTUAL BEHAVIOR  
---------------
REST context url protocol is always http in spite maintaining as https in database.

EXPECTED BEHAVIOR
-----------------------
The context url protocol should be as per configuration in database.

STEPS
----------------------------------
1. Change the context url protocol for any service in DIGX_FW_CONFIG_OUT_RS_CFG_B to https.
2. When the REST is executed for service the protocol is http and not https.
