Symptoms
On : 21.1.0.0.0 version, Implementation Support
Bank has created new OBDX UAT setup after restoring production DB. Now bank wants to update SMTP setting but they are not able to access system configuration screen.
ERROR

Screen is throwing error "Can't find resource for bundle com.ofss.digx.infra.resource.ErrorMessageResourceBundle, key DIGX_CY_0003"
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login into OBDX using Admin user
2. open System configuration screen

The issue has the following business impact:
Due to this issue, bank is not able to change SMTP setting
