Symptoms

Version: 8.0.4 
Acording to the documentation:
- Watch List Risk has higher priority than other risk factors
- Exemption and Trust take priority over risk

Here's what is happening:
If a Name on a transaction matches a name on risk list with score 87 and the
same name matches a different name on trust list with score 90, the Name is
getting the risk score and not the trust score.
