Symptoms

ATM SWITCH transactions, fails with following error for foreign currency

STEPS
-----------------------
1. Perform ATM SWITCH transaction with foreign currency and 0 charge amount
2. Check the transaction fails with error SW-AMT-01

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot perform ATM Switch transaction for foreign currency

Changes

Application changes to do charge conversion only when charge amount is not 0.
