ACTUAL BEHAVIOR

PACS008 Contract creation is failing through SinglePayService when we pass svclvlcd


EXPECTED BEHAVIOR
-----------------------
PACS008 Contract creation through SinglePayService should not fail


STEPS
-----------------------
1. Create PACS008 Contract through SinglePayService
2. Pass "svclvlcd": "SDVA".
3. Transaction is failing with error "PS-MAND-01"

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
