ACTUAL BEHAVIOR
---------------
Upon authorization of BC initiation against LC, system is authorizing unauthorized LC amendment also


EXPECTED BEHAVIOR
-----------------------
Expectation is that BC Authorization will be validated and throw error if the underlying LC is unauthorized.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. User initiated a BC Contract from BCDTRONL against an LC.This BC is now in unauthorized state.
2. Now another user has done an amendment to that same LC from LCDAMEND screen. This amendment is also in unauthorized state
3. Then a checker has authorized the BC initiation from BCDTRONL screen. Upon authorization of the BC INIT event, system has authorized the unauthorized LC AMND event along with the AVAL event fired as part of BC INIT event.
