EMS: User gets Internal Server Error when EMS_OUT job is resume from Job browswer (Doc ID 2885332.1)

Symptoms

On : 14.0 version, Production Support-SET

EMS_JOB failed for "Internal Server Error" cause Outgoing swift cannot be handoff

1). User noticed that yesterday 13 Jun 22 & today morning 14 Jun. 22, their messages has been generated but pending in generated status
2). KBTG app support team instructed user to relaunch EMS_OUT job via SMSJOBBR
3). User has done so but after refresh query from SMSJOBBR to check EMS_OUT job status, the same error appear "Internal Server Error"

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Stop EMS_OUT job from SMSJOBBR
2. Restart the job
3. Verify if the job is stared correctly and there are no errors, and the messages are handed off correctly

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot restart EMS_OUT job
