System error message when authorising from PMDNCAMD

When user tries to authorise from PNDNCAMD, they receive error message "System error occurred. Contact system Administrator for assistance".

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Select a record from PNSNCAMD record which is in unauthorized status.
2. Authorize the record.
3. Verify if the record is authorized successfully

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot authorize the record.
