Symptoms

ACTUAL BEHAVIOR
---------------
MET_BASE_ACT_PMT_AMT in metro is reporting as $0 even when customer made the payments. This started happening after the patch is implemented
Almost all accounts that got payments are impacted

EXPECTED BEHAVIOR
-----------------------
System should populate the MET_BASE_ACT_PMT_AMT between last process process date and current date

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run Metro-2 generation
2. Verify the MET_BASE_ACT_PMT_AMT value for the reported accounts

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, Incorrect MET_BASE_ACT_PMT_AMT reported to metro-2
