Not able to Add Users to Administrator User Groups
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. System/ Bank Administrator Dashboard > Toggle menu > Others > User Group Management.
2. Select Administrator users
3. Click on any Admin user Group
4. Click on Edit
5. New User Dropdown is Displayed blank
