OBLM- Authorize Account Parameters, Duplicate Request Are Displaying In Authorization (Doc ID 2902652.1)

OBLM - Account Parameters -> Authorize Account Parameters, duplicate request are displaying in authorization queue wherein only one request is submitted for authorization to checker

Steps to reproduce:
Step 1. Login to OBLM
Step 2: Create Account Parameters
Step 3: Save the record
Step 4: Before authorizing modify the record(without changing any field submit the record)
Step 5: Submit the record to checker for authorization
Step 6: Login as checker
Step 7: Click on Authorize

Actual Result: Duplicate requests are displaying for authorization to checker when user modify the account parameters before checker authorize the request

Expected Result: System should not display Duplicate request for authorization
