System allows to create multiple NP structures by linking same header account

EXPECTED BEHAVIOR

System should not allow to create NP structure with same header account.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Login to OBLM, create a NP structure.
2. Create another structure with different set of accounts but link the same header account.
3. save and approve the structure and check if system have any validation.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users are allowed to create NP structure with same header account.
