Reallocation method is editable in edit mode

Reallocation method should be disable in mode.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OBLM
2. Create structure and save and authorize the same.
3. Edit the structure

The issue has the following business impact:
Due to this issue, users can edit the reallocation method.
