[FCCHKPRD] MT320 from MM contract generated duplicated MT320 & one fall into PDE queue

PDE message issue occurred again for MT320 on MM contract on Production on 19/09/22.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Maker user create contract via MMDTRONL till press [save]
2. Checker user login for authorization but before authorization, he preview message from MSDMSPRV and leave that message detail screen opened
3. The same maker user open screen MMDTRONL to authorize the contract, he press [authorize]
4. Information message pop-out saying "the message is PDE"

The issue has the following business impact:
Due to this issue, duplicate message is generated and going into PDE exception queue
