OBLM-Unable To Authorize Particular Sweep Structure - "Some Error Occurred. Please Try Again" (Doc ID 2906311.1)

ACTUAL BEHAVIOR
---------------
System displays error message "some error occurred. Please try again later" on approving the record.

EXPECTED BEHAVIOR
-----------------------
Kindly provide the correct error details at submission screen and System should not display error message while approval of structure if it is allowed to submit.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Login to OBLM ,
2. Create a Account structure with the Frequency ID as blank in Instruction tab of Link account screen.
3. Click on ok and continue and submit the structure.
4. The structure is submitted with the NULL Frequency ID from the above screen and no error is displayed at the Submission Screen or Continue screen.
5. Go to Structure Approval screen .
6. Approve the structure
7. Approval screen displays the below error.
