ACTUAL BEHAVIOR

Other maker users are able to edit the record even though it is not submitted successfully

EXPECTED BEHAVIOR
-----------------------
When record is in Draft mode per user should not be able to work on it

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Step 1: Login to OBLM with Maker 1
Step 2: Create Sweep Structure and add details and click on next button
Step 3: Now with other Maker 2modify the record
Step 4: Maker 1 is still active on structure creation screen

Due to this issue, users can modify the other user related maintenance.
