When attempting to Save As Draft for Initiate Bill transaction on Letter of Credit(LC) Details Tab following error occurs

ERROR
-----------------------
1. System cannot process the request currently. Please try again later
2. Critical Data Constraints were violated, and process could not be completed

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to the application
2. Navigate to Trade Finance-->Letter Of Credit-->Export Letter Of Credit-->Initiate Bill
3. Initiate Bill, Save as Draft -> Error 1 is observed.
4. Initiate Bill, Next -> Click on back -> Error 1 and 2 is observed.
