ACTUAL BEHAVIOR
---------------
Single Payout Request via MDB (SINGLE_PAY_OUT_QUEUE) is showing Response as Success but underlying transaction is not available in the system.
EXPECTED BEHAVIOR
-----------------------
Since the underlying transaction could not be created, system should throw appropriate error in the response and mark it as failure.
