SEPA Partial Rejections are not processed properly
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. The bank initiates more than 1 txn.
2. The dispatched file has a bulk of all txn.
3. We get an partial rejection for dispatched file.
4. The pacs.002 file is not processed in OBPM.
