ACTUAL BEHAVIOR
---------------
Incremental PAIN.002 should be generated for modified transaction, but generated for full file.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Incoming PAIN.001 is injected with two contracts, one is successful and the other is in repair queue
2. First PAIN.002 is generated having the status for all transactions
3. On successful repairing the contract from repair queue, second Pain.002 is generated
4. Second Pain.002 is generated for all transactions.
