ACTUAL BEHAVIOR

Vault Balance in One Vault User can not be Used by Another Vault User in a Branch
EXPECTED BEHAVIOR
-----------------------
System should have the facility to transfer the Vault Balances to Another Vault User in the Branch.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Close the Vault User1.
2. Create a New Vault User2
3. Verify the new vault user2 balance.
4. System was not populating the New Vault User2 with balances.
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Users are not able to get the balance from Vault user and Vault user is not able to transfer the balance.
