STEPS

The issue can be reproduced at will with the following steps:
1. Create an MT 192 outbound message from PXDCMN92
2. The record will be created
3. Check the message in PXDOVIEW Transaction All Messages screen

The issue has the following business impact:
Due to this issue, users cannot see the message Generated successfully in PXDOVIEW Transaction All Messages screen for an outbound MT 192
