System displays the Structure Description name even though the Structure code and parent account linkage is removed in OBVAM account input screen while creating structure account for VA

System should not display the Structure Description name when the Structure code and parent account linkage is removed in OBVAM account input screen while creating structure account for VA

STEPS

The issue can be reproduced at will with the following steps:
1.Login into OBVAM
2.Enter the mandatory details
3.Select the Structure code and parent account linkage
4.Clear the structure code and parent account linkage
5.Create the structure
