Unable to Authorize DDO return transactions with secondary ID,
On Auth, User gets an error "SM-00199: Action access rights not available"

EXPECTED BEHAVIOR

User should be able to Authorize DDO return transactions with Secondary ID

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Return transaction with primary ID in PZDOTRTN screen
2.Authorize transaction with secondary ID in PZDOTRTN screen

The issue has the following business impact:
Due to this issue, users cannot Unable to Authorize DDO return transactions with secondary ID.
