Structure description should be cleared when user remove structure ID from the filter criteria

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Sweep Monitor in OBLM
2. Enter Date range and Structure ID to filter the criteria
3. Search the results
4. Remove structure ID and search the results
