 Error in modifying the TP account which is part of closed Structures.

TP account modification should be supported.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a structure
2. Close the Structure
3. Edit the TP account which is part of closed Structure.
4. Authorize the TP account.
5. System provides error stating "Account Creation or Modification failed".

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot modify the TP structure.
