[BD] Transaction Missing In Kdd_break_mtchs (Doc ID 2934083.1)

Symptoms

Scenario execution returns not enough transaction in kdd_break_mtchs. However, if taking the query from the scenario log and run it in database, can find the missing transaction. Scenario is (MLCU) High Risk Transactions High Risk Counter Party (MB) (scnro_id=18).
