ACTUAL BEHAVIOR

When a contract is created attaching a facility either for guarantees, LCs or bills. Once the booking is saved and authorized, the contract is closed. It is reopened next and the record is not yet authorized. Next when user deletes the unauthorized entry of reopening and tries to reopen the contract again system pops up an error of EL-FCJ-350.

EXPECTED BEHAVIOR

System should allow to reopen the contracts without errors

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. A facility is created.
2. A guarantee is booked for 1 USD attaching the same facility.
3. Now guarantee is closed and closure is authorized.
4. Next guarantee contract is reopened.
5. Now unauthorized record of ROPN is deleted.
6. While trying to reopen the same closed guarantee again system is giving error.
