8124: Unable to edit Fields In The USSAR (Doc ID 2945593.1)

Symptoms

In USSAR 8124, the below Filing Institution Information tab editable fields are coming as disabled after CRR 8124 patch installation.
93. Filing Inst Contact Office
94. Filing Inst Contact Num and Extn values

these fields should be editable by the user because sometime the business will be providing Branch information which cannot be a constant value. 

These fields were editable in previous versions.
