While initiating adhoc International Demand draft for other currency (Except Base Currency), below error is observed.

Network preferences not maintained for the Current Host and Instrument Code

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OBDX with Retail user
2. Navigate to "Payments & Transfers->Adhoc international demand draft"
3. Perform any transactions other than base currency.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, user is not able to initiate adhoc demand draft.

Changes are observed after deployment of 21.1.0.7.0.
