ACTUAL BEHAVIOR
---------------
Patch set deployment - Future Dated File Upload issue in OBPM

User initiates a future dated file upload from OBDX and file is uploaded in OBPM.
Randomly, batch is split in 2 different consoles, where a new 'empty' console is created automatically without any transaction included(first issue).
Console containing all the transactions is placed in Warehouse queue.
On activation date console status is updated to 'Move to Work in Progress' and repeatedly attempts to be released from Warehouse queue(behavior found in Console queue action log).
Since console is not split into other consoles and one of the transactions is with status exception, console cannot be released from Warehouse queue.

EXPECTED BEHAVIOR
-----------------------
After 'Wait-time for Delinking Pending Transactions' time is reached, console should be split into other consoles based on the transaction statuses.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. User initiates a future dated file upload from OBDX and file is uploaded in OBPM. Randomly, batch is split in 2 different consoles, where a new 'empty' console is created automatically without any transaction included
2. Console containing all the transactions is placed in Warehouse queue.
3 On activation date console status is updated to 'Move to Work in Progress' and repeatedly attempts to be released from Warehouse queue(behavior found in Console queue action log).
