OTP Screen Is Not Displayed During Login (Doc ID 2956231.1)

Symptoms

ACTUAL BEHAVIOR
---------------
After consent creation for Accounts Inquiry after logging in the user does not receive an One Time Password(OTP) post application of patchset 21.1.0.6.0.

EXPECTED BEHAVIOR
-----------------------
OTP should be requested for Accounts when configured.

STEPS
-----------------------
The issue can be reproduced with following steps:
1. Create consent using /digx/lz/obuk/v3.1/aisp/account-access-consents
2. Login via user.
3. Directly accounts are displayed no screen for OTP is displayed.
