ACTUAL BEHAVIOR
---------------
When a new entity is created from application, the respective DB schemas of the new entity will be replicated with the flyway scripts of the respective domains.

For vamlm-charge-services this doesnt happen. The "flyway_schema_history" table itself is not created in the new entity whereas for all other services this is working fine.
