Symptoms

ACTUAL BEHAVIOR
---------------
In user group maintenance all administrator users are displayed for user search.

EXPECTED BEHAVIOR
-----------------------
All administrator users should not be displayed.

STEPS
-----------------------
The issue can be reproduced with following steps:
1. Login via administrator .
2. Navigate to User Group Maintenance > Administrator.
3. Click on Create > Click on Add under user information.
4. On pop up window enter username append with some random characters.
5. Click on Search. All admin users are displayed.
