8.1.2 OIDF Install Fails With 'ORA-01000: maximum open cursors exceeded' Error (Doc ID 2960560.1)

Symptoms

When installing Oracle Insurance Data Foundation (OIDF) 8.1.2, you get the following error in OFS_OIDF_installation.log:

Caused by: oracle.jdbc.OracleDatabaseException: ORA-00604: error occurred at recursive SQL level 1
ORA-01000: maximum open cursors exceeded

The same error repeats multiple times in the log.

As a result, the OIDF install fails.
