ACTUAL BEHAVIOR

Payment Approved and Cancelled from PQSAU1QU- PROD

Online Faster Payment has been Approved and Cancelled from Authorization Limit 1 Queue (PQSAU1QU).
The payment was first approved by User 1 at 09:48:44 then User 2 cancelled at 10:01:50.

EXPECTED BEHAVIOR
-----------------------
Once approved from PQSAU1QU another user should not be able to take any action on the transaction.
Need to avoid the further operation on already approved transaction in the Auth limit 1 queue, basically once it is approved it should not come in the queue as well.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Try to approve the payment from PQSAU1QU
2. After approving verify if same transaction is listed in the queue by logging with another user id

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users are able to cancel the payment which is already been authorized by other user.
