ACTUAL BEHAVIOR

Payments are happening even though respective transaction created on ‘Transaction Blackout’ screen.
EXPECTED BEHAVIOR
-----------------------
Payments should not happen when respective transaction created on ‘Transaction Blackout’ screen.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as 'Admin' user
2. Open toggle menu and navigate to Controls and Monitoring > Transaction Blackout
3. Create transaction for Corporate user
4. Login as 'Corporate' user and make payment on 'Payments' screen
5. Transactions are happening even though 'Transaction Blackout' created for respective transaction
